Together We Create Harmonized Disaster Response Across Borders

HARMONISED PROTOCOLS FOR TRANSNATIONAL
ENVIRONMENTAL IMPACT ASSESSMENT & EMERGENCY
MANAGEMENT

What is About

HARMONY develops harmonised, cross-border protocols for assessing and managing climate-related and geological risks.
In HARMONY methods, tools, and data come together into one shared framework so countries can address hazards such as wildfires, floods, and earthquakes.
The project tests and validates this approach in three real cross-border regions in Europe to ensure it works in diverse conditions and governance systems.

WHY?

Disasters do not stop at national borders,
but risk assessment and emergency
procedures often do.
HARMONY addresses this gap by supporting
neighboring countries to develop their
harmonised protocols for disaster
management.

HOW?

HARMONY is built on three interconnected
layers that bring together technology,
people, and long-term impact.
HARMONY combines methods and tool with
local knowledge to create one unified
framework for managing risks.

TECHNOLOGICAL LAYER

Technology that
connects regions and
turns data into action

SOCIAL LAYER

Collaboration that brings
local knowledge and
expertise together

IMPACT LAYER

Building long-term
resilience through
learning and skills

WHERE?

HARMONY is tested where collaboration matters most, in
three Europe’s cross-border regions.
